What OW program is best to put BA 'S' tickets towards?

What OW program is best to put BA 'S' tickets towards?
Excuse the newbie question, but OW is not my area of experiese. 
Margo's teenage daughter is next week flying BA to and from Europe from SYD.
About 20K flown miles I'd guess.
All booked in 'S'.
I had assumed putting into AA would be best but see she only gets 25% for BA "S".

Does anyone here know of a OW partner where she might get 50% - or better still - 100% of BA miles flown into their program?

I even took a punt before I posted and looked at Lan Chile and even they only credit 25% for BA!
Margo's surname is the same as daughter's, and Margo paid (of course!) for the UK ticket .. I wonder if she gets the TA to add her QF number to booking if that will raise any flags anywhere?
I guess it may not work as BP will issue in Margo's name?

QF allow family transfers, and as Margo is paying !!!
However it costs $82.50 ? to join QF ffp unless you happen to live outside Au - NZ. Some QF ffp members have been know to move from Eu-USA to Aussie.
Alaska Airlines is an often overlooked ffp as it has a good range of partners, but only 25% for BA S class

The only two ffp`s, where you get more than 25% when flying booking class S with BA, is Finnair Plus(50%) and QF ffp(kangaroo route). The redemption rates from Finnair Plus also, aren´t the best and the miles expired after 5 five years. I think the QF ffp would be the best, among the poor choice.
It shouldn´t be a problem to join the QF ffp outside from Australia, or NZ. When I join the ffp with a Europe address, the haven´t sent(perhaps it change) the Bronze plastic card, to the Europe address .

I knew you could redeem QF miles for a huge list of alleged "family" (like 4th cousins and great-uncles etc!) but never knew direct transfers were possible?
Yes daughter can readily 'reside' outside of OZ ... we knew that little quirk of the system!

Such transfers can occur out of one's QFF account only once every 365 days, minimum of 5,000 maximum of 100,000.
- There is NO fee for such "Family" transfers ...
