Country of booking for xONE4

I've probably missed something simple, but with the discussions regarding the best country to purchase or ticket a DONE4 (for example), must the journey start in the country the fare is purchased in?
I was reading the OneWorld product information and saw:
"When travel originates in a country for which a specific local currency fares is published and the
ticket is sold in another country, the fare will be that published for the country of origin converted to
the currency of the country of sale at the bank selling rate. The resultant fare must not be lower
than from the country of sale.
Exception: Not applicable for sales made and/or travel originating in Canada"

IE: If I am in Australia, can I purchase a DONE4 starting in SYD from AA at the current exchange rate, or do they have to match the QF price according to the above rule? Would it be different if I started the journey in the country of purchase (in this example the USA) with a separate "positioning" flight?

Fare of country of purchase vs fare of country of departure - the higher of the 2 will apply. The exception as detailed in the rules is Canada where the price of the country of departure will apply. You have to buy an ex-SYD xONE4 in either Australia or Canada to get the Australian fare which is lower than the US fare; buying an ex-SYD itinerary in the US will result in the higher US fare.

The base fare is identical whichever carrier you buy your ticket from.

There is no issue at all.

Phone the AA ATW desk and put the itinerary in and they will price it up for an ex-Australia price; phone AA Australia ( in India ) and pay for it. The price will be a lot cheaper normally than what QF would charge

Actually, the US fare is lower than the AU fare
