When are the FF points counted as taken?

Programs: AA Plat 2MM, OW Sapphire, QF Bronze, Marriott Silver, Starwood Gold; National Emerald

When are the FF points counted as taken?
My question is at what point are the FF miles counted as taken from the account such that one would have to pay a fee to re-instate them? When I first start building an award itinerary, or when I have finalized it and ask for it to be ticketed?

That would make the most sense, as they would want to see what you got stuck with in terms of routing before counting up the miles to charge you.
