Does a cancelled flight give a free ticket reissue?

Does a cancelled flight give a free ticket reissue?
AS some of you know, I was doing some changes to my flights before getting my ticket reissued.
Actually I made some changes last night to my now 'final' intinerary, though the girl at Qantas only added flights and didn't want to delete them.
Anyway, long story short - I checked today on the QANTAS & BA site, and one of the flights in my itinerary says CANCELLED and to contact my agent/qantas direct.
NOw the flight cancelled was not already on my coupon; so it doesn't really ave ANY effect; but I was just curious as to whether the procedures of the airline might be to waive the 125 fee if this occurs?
Long shot, but worth asking no?
