xONEx reissue -> taxes less -> ??

Has anyone had their taxes on an xONEx go down upon a reissue? Or is that an idle fantasy?

Can easily happen with the right reroute (drop a couple of LHR stopovers and save over 100 USD for example) but presuming the same routing the most likely reason to go down (or up) are fuel surcharges which can be hefty for 20 segments with the right airlines.

I did a re-issue a couple of years back which definitely resulted in lower taxes, but I did not pursue this as I was not charged the $75 fee (QF LAX oversight or goodwill - I assume the former) - it probably would have been a net balance anyway.
