2 Stopovers in continent of origin - going, coming or both?

2 Stopovers in continent of origin - going, coming or both?

A OWE allows unlimited stopovers, except in the continent of origin, where you're limited to 2. Do these have to be on the "way out" or can they be on the "way in" .... or 1 on the way out and 1 on the way in? I assume they can be way out/way in/one of each .... and I also assume the answer is in this forum somewhere but I can't find it..... anybody know the definitive answer? TIA...
