OWE reissue locations limited?

OWE reissue locations limited?

Tried to go to the Finnair Helsinki city office to reissue an AONE3 today. Was told that according to new rules, reissues can only be done in the city/country where you "currently" reside according to the itinerary.

So, since the previous flight in my itin took me to SFO, that's where I need to get the ticket reissued. The agent helpfully offered to change the reservation to book the flights I wanted, but said that I'd have to contact AA in San Francisco to do the reissue.

Seems a bit strange to me, but they seemed very knowledgeable about this, even citing the previous Oneworld meeting as the venue for the decision on this new rule.

Has anyone heard about this?

That would be a new rule to me. I don't think such a rule exists -- sounds like like the ticket office just did not want to be bothered with the reissue.
