I don't think there is really much of a central organisation in OneWorld... if you go to the website ( http://www.oneworld.com ) then you see all the contacts for enquiries refer you to the individual airlines. There is only one conatct for OneWorld itself:
"Members of the media ONLY, may submit enquiries regarding the oneworld alliance to [email protected] "

OneWorld contacts
Hi,
As a frequent oneworld, it would be useful if we could contact them with various inaccuracies on their website, timetable errors, poor integration issues and general service issues.
The BA site has a sticky where Dave_C is in contact with BA about website issues. I would happy act as a contact for 1W and do the work if that was a help.
For example, only the AA site and CX sites appear to have a link to the 1W timetables. It is almost impossible to work out a 1W trip if you start from the IB site for example. Now as for my favourite A/D/LONEx as well as the GLOBx brigade well... (for example an RTW desk for each airline number would be a start, who to contact if you are circling something)
There is another issue. For example, BA has been giving away loads of miles to pacify its EC members with delays and strikes recently. If I have booked as QF then I get nothing. As I am both, and it is a codeshare, shouldn't something happen?
We could contact them to iron out the inconsistencies within the "alliance". I was refused entry to the BA lounge at LHR when travelling on a Business Class ticket with a QF gold recently. How did they work that out?
If you have a BA boarding card on BA then the QF number prints out with status so the lounge don't argue much. If it is operated by franchise (Loganair, GB etc) then the franchise part of "operated by" overwrites and no membership number or status appears. Now they can see this on the BA machines at the desk if they choose to look but...

A QF Gold card would not permit access to the 1st class lounge though. Only Platinum and Chairman's Lounge members are entitled to that. As you said, with a business class boarding pass there should have been no issue anyway unless he was travelling with a carrier other than BA
