Mixed classes lounge access

I have read the lounge access policy on oneworld site (https://www.oneworld.com/airport-lounges), but I am not quite sure about how the follow situation would work. Here is the itinerary

3:20 AM - 5:20 AM TAS-DOH: QR first
8:10 AM - 9:35 PM DOH-HKG: QR first , same day connection
6:15 PM - 8:05 PM (following day) HKG-TPE: CX economy, 20+ hours layover

From the policy, I know I have lounge access at TAS and DOH. But how about the final segment after 20+ hours layover? Do I have access to CX first class lounge?

No
The page you cited makes it quite clear.
Connecting between oneworld marketed and operated flights: First and Business Class customers connecting on the same day of travel, or before 06:00am the following day, can access the lounge when travelling between an international long haul (a oneworld international long haul flight is defined as an international flight marketed and operated by any oneworld carrier with a scheduled flight time longer than 5 hours) and an international short haul or domestic flight (and vice-versa).
Doesn't hurt to ask though

is separated tickets allowed in this case

For example, two separated tickets in two OW carriers with different classes, say, hkg to doha in biz class via Qatarairways, arrive at 6am in Doha, then need to re check in BA for the doha-lhr at 8pm , can I get the lounge in doha please?

Separate ticket or not is not the problem, but the rule I cited is quite clear. DOH-LHR is over 5 hours and not considered short-haul. I recall others have mentioned QR will sometimes through-check-in for you onto another oneworld flight even on separate tickets, so maybe you do not have to re-check-in.
