Booking QR JL on same PNR?

Booking QR JL on same PNR?
I will be flying to South Korea (ICN) end of March and I have been trying to book a mixed ticket with QR JL (one inbound, one outbound), however searching in ITA Matrix LHR-TYO-ICN-DOH-LHR / LHR-DOH-ICN-TYO-LHR does not yield any results.
I checked fare rules (eg QR RJR7PZZX LON SEL) and it mentions "fare component must be on one of more any QR flight / ... any JL flight operated by JL" while JL's fare rules do not mention QR altogether - is this the issue?

Without seeing the full fare rules I'm only speculating, but I suspect that QR's fare may be for JL flights only in the region with QR metal on the long hauls, ex. JL TYO-SEL in your case. I don't have an active Expertflyer sub at the moment, but if you want to post the full fare rules we can better assist.

In your case, the QR fare cannot be combined with the JL fare. The "COMBINATION" chapter says "PROVIDED ... COMBINATIONS ARE WITH ANY FARE FOR CARRIER QR IN ANY RULE IN ANY TARIFF."
