Well, I couldn't see his keyboard or screen, of course, but it sure sounded that way to me. Insisted, for example, on an itinerary of cities before he would be able to see if he could price it. The error he read back to me was verbatim the same one I got.

No. With BA there is a very slim chance a few of us might succeed.

I think that the problem is that since you can only fly to SEZ via DOH or LHR, that will count as the second international departure.

If it is in the GDS, can a TA issue a ticket at that price? Calling Calchas....

Yes ... unless something else breaks it. :)

My local TA (who uses Sabre) books RTW tickets by creating the PNR and then sending it to the plating carrier for pricing, then issues it. Are some TAs able to ticket RTWs without sending to the airline's rate desk?

UL also flies there from CMB

As of a couple months ago, he said no, they had to be sent to an airline. Is there a Sabre thing I should ask him to try?

It's been capable for a while, although I've never tried. The last link has the commands.

Maybe to resurrect this thread for options post-COVID: Ideally I would like to visit both Seychelles as well as Zanzibar,or perhaps Mauritius, on a RTW ticket, DONE.

For my entry into Africa, I'm open to either travelling from either Hong Kong (to Doha?) or Perth/Sydney (to Jo'burg or Doha)

It seems that as Doha is the only stop to Seychelles, so I will be limited: Air Maroc doesn't get that far in Africa (nearest stop would be similar to Angola). As such I'm probably stuck with a surface segment to then connect to one of these flights:
1. Mauritius to London
2. Addis Abba to Doha
3. Johannesburg / Capetown to London or Doha

Is there anything I've missed as an alternative option (Seems oneworld has killed the interactive route map so I'm using a free tool).... I guess my "surface" segment would be using Ethiopian Airlines to get between the two... Perhaps in this case I should consider star alliance (note am a long time 10+ years OWE so would prefer to avoid this as without these flights I likely wouldn't renew that status)
Edit: Ok, I tried the Star RTW tool and discovered that it is no better since this rule, more restrictive than OneWorld, "maximum of 1 stopover in any single city", and the tool seems to be including this as a transit, so that means Ethiopian Airlines wouldn't let me transit more than once in ADD, so it is pretty much the same outcome.

A broad guide.
Wikipedia is not always up date or include announced future routes.
Look for the OW airlines. Including UL (often overlooked)

I find EF an indispensable tool for trip planning. I just did a Flight Timetable query for all flights into and out of SEZ, then filtered by OneWorld airlines. The only flight is QR's to/from DOH:
