Changing a transit to a stopover on a RTW

When changing a transit to a stopover on a RTW, would the reissue fee apply? I would think so because the taxes may change. I assume that most countries do not charge departure taxes for transit stops (stays of less than 24 hours). How about changing stopovers to transit stops? I suppose you would not get the tax back unless you reissued the ticket, but if the tax is less than $75 ...

One more question: what happens when you issue all segments open? Does it charges taxes for all airports?
