OWE - domestic segment first affect SITI rules?

I *think* I understand that the new SITI rules regarding the U.S. and Canada are satisfied by ticketing in Canada and having the first segment originate from Canada, even if it's a domestic segment e.g. YYZ-SFO-HKG, but I never have confidence in my reading of the rules so I thought I'd ask...

Ought to work for a C$ fare. However, in your example, you have used up your one allowed transcon. Unless you need to stop in SFO (using 1 of your allowed 6 NA segments and possibly 1 of your allowed 2 NA stops) you would be better off booking YYZ-HKG direct.

Thanks for the heads-up on the transcon. I didn't think about that. We have high hopes to depart YVR-HKG on the 744 (unfortunately w/l in A). I don't particularly want to chance the Toronto A340 showing up in the old config - beds feel really nice on a midnight longhaul.
