I am hoping in purchasing a oneworld global explorer ticket from BKK in A Class.
Is it possible to fly BKK-HKG-YYZ-LHR-HKG-BKK
Is there an advance purchase requirement from BKK ?

There is no advance purchase requirement.
Your ticket can be purchased and ticketed in either USA, Canada or Thailand at the ex-BKK price.
Any agency or OneWorld airline can book and issue the ticket for you. As long as the airline has at least one long haul international sector.

If you book with a travel agent in Canada or US, be sure they ticket using CX ticket stock and not AA ticket stock.
AA has eliminated base commisions to TAs in North American (don't know about RTW trips though).
