I don't think there's any one "best" because they have different relationships among the benefits of doing different things. For instance, if you fly discount economy a lot, BA's program is not as rewarding as AA's; if you fly mostly in paid front cabin (business or first), the opposite is probably true. You have to look at them, individually or via a chart like the one mentioned above, in the context of your own travel patterns.
Since some benefits like complimentary upgrades do not usually cross over to other OW partners, there are advantages to staying with the airline you fly the most even if its program is not quite "best" for you.

I agree with Efrem about staying with the program which is "closest to home". FWIW, I thought Canadian Plus was the best deal going while CP was still a member of oneworld. Alas, it's gone. Within oneworld now AAdvantage is the best for me.
