Question about booking on CX using AA/BA/AS miles

I am hoping to book three award tickets for EWR-HKG on CX. I see five business awards opening on BA's award search. I used my AA miles to book two of those five award seats, and was hoping to use AS miles to book the third. However, the AS agent says that there are no availability on that route/date. I check on BA again and see three business awards left. Do AS/AA/BA not get the same number of award seats allotted to them per flight? Does this mean I have to use BA miles to book the flight for the third person?

Also, the two tickets I booked are EWR-HKG on CX0899 (dep:0150 arr:0540) and HKG-PVG (dep:1735 arr:2005), but I do not see the HKG-PVG segment when I search for EWR-PVG on BA. Is it still possible to book that online or do I have to call in?
