Difficult.
CX requires all-day operation whereas QF have many more passengers near midnight. Capacity would be one issue.
Other than AY, BA, CX, JL and QF there is no other oneworld carriers there.

SIN is technically a OW hub without having a OW carrier being actually based there.

LHR T3 would have been a perfect example but BA/ CX and AA each chose to build there own (and all are new lounges).
HKG needs more than one lounge so I don't see the issue.
Latest on CXs new lounge The Cabin is it opens Oct 11
MEL obviously CX decided for some reason to open their own lounge (then again CX and QF dont like each other that much) - presumably due to QF competition on the HKG-LHR route

JAL will close the Sakura lounge at HKG on Oct 4 and are sending passengers to the travelers' lounge. Not CX's nor QF's. Doesn't sound like there will be a HKG joint lounge at any time soon
