Do RJ have traffice rights for the above route?

If so, do discounted fares exist in the Thai market?

Yes, they do. When I looked, for J Class, fares were slightly lower than TG or MH.

I did this flight last month (I flew the AMM-BKK leg as well) and a full meal was served on the BKK-KUL sector, but only a light snack was served on the KUL-BKK sector.

In J, the seats are very nice and the a/c (a PW4170-powered A330-200) is virtually brand new.

Curious, this route does not show up on the oneworld Online Timetable

It's fairly new. Not sure how often the OW timetables are updated. I see no reason why it couldn't be used on a OW fare product. Note though that it only operates on certain days of the week. The other days the flight goes from BKK to HKG and back.
