Question on Circle Pacific

Question on Circle Pacific
I apologize in advance if I am asking dumb questions here. Anyways I want to be sure on a couple of points here:
1) Is open jaw travel allowed? For example if I want to do NRT-YVR//SFO-SYD-NRT am I allowed to leave the sector between YVR and SFO blank? If I do leave that sector blank does the distance from YVR to SFO get totaled into the total number of mileages for pricing determination?
2) When they say that as long as you do not exceed 22,000 miles you can get it for $XXXX, do they mean the actual mileage distance travelled or the actual amount of mileages you will earn? So if you are purchasing a business class circle pacific and the number of mileages in distance turns out to be 21,000, does the price fall on the 22,000 miles or less or does it fall under the 26,001-29,000 pricing since 21,000 + 25% mileage bonus equals 26,250 mileages earned.
Once again sorry for the naive questions.

2) It's the distance travelled (including surface sectors). Class of service is irrelevant to the calculation.
Surface travel and use of other carriers between intermediate points along the circle
which are not operated by AA/BA/CX/JC/JL/JO/KA/ LA/LP/MX/NU/QF/XL/4M is
permitted at the passenger's expense and must be ticketed separately. Mileage must be
included in the MPM calculation.

- open jaws are allowed
- surface sector miles are factored into the calculations of total mileage
- pricing is done by actual mileage travelled
I usually do HKG-YYZ-LAX-SYD-HKG on the DCIR, but I'm about 70 miles over 22000 when I do this, so I've been burned a bit by going just a few miles over the limit...wish I could find a route that works but unfortunately there isn't one that I've seen so far.

Also lose the F Lounge in SYD but I can see how this is probably not worth the extra $1K in ticket costs.
