Miles when using discount coupon?
When using a Northwest discount coupon (A PD803 in this case) am I still eligible for WorldPerks miles?

yes. PD 803 earns miles.
Only in the most rare instances will a coupon allow no miles, and then it'll say so somewhere in the maze of rules on the back.
