Points Transferable?

Are Northwest WorldPerks miles transferable between separate accounts...Do they have an expiration date, like Delta SkyMiles?...When we redeem for an award ticket, do we pay the applicable fees and taxes, or is that included?...Can we book at the last minute and/or change schedules w/o penalty?

But to try to answer your questions:
Transferability: Technically Yes, but for a fee that generally is more than just outright buying miles.
Technically I don't think they expire if you have some form of activity at least once every 3 years. I have never heard of anyone loosing there miles though.
Taxes: Domestic Awards you generally pay $10 in fees (security fee or something like that)
International Awards the taxes and fees are generally $100+
You can book at the last minute and there can be good availability. I think the day before the flight they open any available seat to WP redemption, that is IF there is an available seat.
Changes/Redeposit or cancelation requires a fee/penalty I think it is $50 each time you make a change unless you are a Platinum Elite member and then the fees are waived.

You may transfer:
5,000-10,000 miles to up to 3 recipients in one transaction, at a cost of $0.01 per mile plus a $25 processing fee
A maximum of 50,000 miles from your account per calendar year
You must have a valid credit card with a billing address in the US 50, Guam, Puerto Rico or the Virgin Islands. Visa, MasterCard, Discover, Diners Club and American Express are all accepted. Plus, if you purchase miles with a WorldPerks Visa Card, you'll also earn miles for the dollars you charge!
You may receive:
A maximum of 10,000 miles into your account per calendar year
Mileage transfer transactions are non-refundable. Please allow 24 hours for miles to be posted to each recipient's account. Program valid through 12/31/2004.

Some people unofficially "transfer" miles by having awards issued in friends' names.
