How much does a luggage cart cost to hire at JFK T7? Do you need exact change?

Last I checked it was $3 and you could use coins, bills or credit cards.

But it's been a couple years.

Yes there are. And as the Port Authority says on their website

Ignore non-uniformed persons offering to assist with baggage. Seek out uniformed porters or airline employees for baggage assistance.

never problem on a Domestic arrival (cant do it on an Intl arrival) I simply go out to curb side and usually spot a few carts sitting around waiting to be taken. Or i walk over to the different pick-up areas to find them
