Does anyone know if the senior peak times are strictly enforced? My mother has applied for the senior discount MTA card, but can only use it during non-peak times. What happens if we need to leave to go somewhere early? Does she just purchase a regular pass or can her senior one work?

The peak time restriction only applies to the LIRR/Metro North and Express buses. For using regular buses and subways there are no time restrictions.

Valid Use: RFM can be used to pay fares on all MTA New York City Transit subways, NYC Transit local buses, express buses only during non rush hours, MTA Staten IslandRailway, MTA Long Island Bus, MTA Bus, Roosevelt Island Tram, Westchester Bee-Line local buses and express Bee-Line BxM4C buses only during non rush hours.

The RFM is valid identification for eligibility in the reduced-fare programs of the MTA Long Island Rail Road and MTA Metro-North Railroad, anytime except weekday rush hours to NewYork City terminals. To receive the reduced fare, show theRFM to train personnel or station agents when purchasingyour ticket.
If you are looking at an express bus or a train they will know and enforce the rule based on the sccheduled time of the trip, but I do not think that it should be a problem for your mother. Make sure you don't add too much money to the card, as you can't get it back once it is on the card.
There are no refunds of money remaining on RFMs. Moneyremaining on an expired card may only be transferred to a newcard within two years of the expiration date.
Quotes taken from the MTA's Reduced Fare Program document.
