JFK Interlining?

I arrived last week at JFK from Tel Aviv on El Al.

It took more than an hour for the baggage to arrive. Many people missed connections. (I know, this is why people want to just carry-on!)

After customs, there was no place to interline my checked-through bag; I had to take it with me to AA and wait to check it there. I had 3 hours between ETA (we were on time) and my 9 AM departure and got to the gate just as boarding started.

Is this how JFK now works? (I don't often go through customs there.)

My next international trip is via MIA - will I again have to transfer my checked bag myself?

on T4, after you clear the customs and exit, go towards your left (prior to the
area where people wait to receive) there is a place to re-check your luggage for an onward flight.
