To show you all how naive I am, based solely on the above posting, I tried Congee Village last Saturday night. Nearest subway is F/Delancey Street. The neighborhood wasn't exactly deluxe but the restaurant was astonishingly crowded and pleasant. There was a crowd waiting to be seated, but for the two of us (they wouldn't take reservations), the wait was estimated at 10-15 minutes and actually took 3 minutes.
There is a huge menu, all reasonably priced, and the bulk of their business is large groups of Asians around circular tables. I'd say you need to know what should be ordered as the people who wait on you don't speak enough English to make recommendations for the most part, but it's an interesting and inexpensive experience, and I'd definitely try it again.
Oh...tropical drinks are $3.50, and that price got me a large, strong, and rather good Pina Colada! Other bar prices are equally reasonable.
We had a total of three drinks, four dishes, and the bill came to $45 including tax and tip.
Incidentally, when I called the number listed above for Barbuto, I got "cannot complete the call." Tried it twice.

It could have been Verizon, who stated they were "unable to complete the call." But they got me through to the other two restaurants just fine, one just before, one just after this call.
