US Arrivals and Departures wait time information

US Arrivals and Departures wait time information
I’m due to fly LHR-JFK on BA metal soon and trying to get an idea of how CBP are faring at T8. There is a lot of anecdotal information about TSA and outbound US issues (six hour queues) but not much concerning arrivals. Is my understanding correct that TSA agents operate departures and CBP arrivals and that it’s only the TSA agents that aren’t getting paid and are being ‘helped’ by ICE?
If anyone (who isn’t American) has experienced longer than usual waits/lines to get into the US please let me know.
