Auto Enthusiast is correct. I used to work for Avis in SLC (Avis is corporate in SLC). Hertz is corporate (I was a manager there). National is a franchise. Budget is a franchise as well.

Many Hertz locations have a computer system at the QTA (quick turn around where the car is "serviced" between rentals. If the employee punches in the vehicle number, a tag prints out that shows if there are any holds on the car for maintenance/tags/safety/etc. The car isn't supposed to be serviced if it isn't rentable.
