Who has Primary Responsibility for Partner Points Posting?

Who has Primary Responsibility for Partner Points Posting?

Is it the company whose website features the promotion, the program where the traveler must earn the points, or the program where points are credited?

My immediate case features the often-maligned Amtrak Guest Rewards as the featuring website and points destination, and Omni Hotels as the partner that requires 3 stays in order to score a sizeable bonus of AGR points. Omni repeatedly told me I had to contact AGR to resolve the matter, and now that an AGR supervisor has looked into it more closely, AGR says Omni must agree that the terms were fulfilled, and provide the points to AGR.

Who's likely to be right, and what general guidelines apply in partner point credit situations?
