It's not much, but it can add up if each mileage runner bring back a carton every time s/he does a MR...

Many years ago if you tried to import cigerettes (as in beyond your personal use) you confiscated goods ended up for auction here:

I think that may also have to do with the social economic status of much of the Chinese ethnic population rather than just the ethnicity itself.

When I am overseas in China, smoking is quite rampant.

I fly to AMS all the time for the smokes & the miles! Prices for cannabis smokes are about half of the US cost. Just don't try to bring them back to the US!

a friend of mine gets cigs from switzerland...us brands are $14 a carton [200] including shipping.
