Many years ago if you tried to import cigerettes (as in beyond your personal use) you confiscated goods ended up for auction here:

American Indians and Alaska natives are more likely to smoke than any other group in the United States, with 40 percent of adults defined as smokers, the Centers for Disease Control and Prevention said this week. I think that may also have to do with the social economic status of much of the Chinese ethnic population rather than just the ethnicity itself.
When I am overseas in China, smoking is quite rampant.

I fly to AMS all the time for the smokes & the miles!
Prices for cannabis smokes are about half of the US cost. Just don't try to bring them back to the US!
