"Passenger expenses not permitted"

Hello,

some fare rules say "Passenger expenses not permitted".

What exactly does this mean? I simply don't understand that phrase

Most likely it's referring to expenses (such as meals, a hotel night, or a hotel day room) related to a long layover on an international trip.

On some airlines you don't have to pay for your alcoholic drinks or in-flight entertainment or, indeed, meals (such as they are). These fare rules simply underline the point.
