yes - KLM (Flying Dutchman) offers one-way awards (I just did fly a oneway business-class KLM award MIA-AMS-ZRH 10 days ago). costs 50% of a return-award.

UA will ticket one way awards as an exception for 1Ks.

NW let me book an upgrade one way for my grandmother, flying on KLM metal. NW even let me book the fare in two different fare classes, so I could upgrade the one leg.
She got an op upgrade on the other leg! which was just as well since I only had enough miles to get the one way upgrade.

AA offers one-way upgrade awards for half the mileage of a round trip (return) upgrade but, as far as official policy and published award tables go, no one-way travel awards.
I always advise people never to get a round trip upgrade award: it saves no miles while reducing flexibility.

If a US airline were to offer a one-way award, it would probably go something like this:
PlanAhead roundtrip: 25,000 miles
PlanAhead one-way: 87,643 miles
Anytime roundtrip: 40,000 miles
Anytime one-way: 134,523 miles
Of course, it would come with a bunch of nasty verbiage about how sinful it is to throw-away the return award leg.

Or use the one stopover + one open jaw rule to cover a roundtrip for your next trip.

Cathay Pacific (CX)'s Asia Miles program offers the most flexible and widest choices of one-way upgrade or one-way award travels, not just on CX but AA, BA and many other carriers (I think Swiss as well). There are some very good deals if you ask me. Too bad it's not as easy to earn miles with Asia Miles than say most other FF programs in North America.
