fare basis upgrades

Isn't it bad enough that airlines are restricting upgrades on the fare basis, excluding the lowest available fares, but now even if you buy an upgradable fare, they have different standards on that too? There are categories of fares that cost more miles for the same upgrade. So, now if I can justify to my company buying a higher priced ticket than the cheapest one available, now the airlines want more miles if it's upgradable but not unrestricted.
