Passenger Movement Charge refund

Has anybody tried getting Australia's departure tax refunded for being a transit passenger on two tickets?

I have two tickets. The Passenger Movement Charge has been included in both tickets. One is SFO-SYD-SFO. The other is SYD-AKL-SYD.

I'll be travelling SFO-SYD, SYD-AKL, AKL-SYD, SYD-SFO. On my return from AKL, I'll be in SYD for four hours before my SYD-SFO flight departs. I believe I'll be entitled to a refund for one of the Passenger Movement Charge as a transit passenger.

Since the charge has already been included on both of my tickets, how do I obtain the refund? Thanks.

My understanding about the passenger movement charge is that it applies to all arrivals and departures from SYD,including just a 4HR transit. I paid the movement charge in Feb. on a 3Hr transit WEL-SYD-HNL.I also paid one HNL-SYD-WEL, but that was a one day SYD stop. By the way,$19+ is a ripoff.

According to the Passenger Movement Charge Collection Act of 1978, there are 12 categories of exemptions. One of which is being a transit passenger. In 1978, a transit passenger is one who stays in Australia less than 48 hours. In Australia's tourism website, they listed 24 hours.

If your WEL-SYD-HNL was on one ticket, the charge should not have been collected by the airline to begin with. Same for HNL-SYD-WEL.
