It was a long time ago. I think this is the reason I signed up for HHonors. I'm guessing it was 1995 or 1996. It's also possible that it never happened and I'm just getting senile.

The UA to Hilton 1:4 promotion was offered once - at that time Randy called it the "deal of the century".
While there are instances where transfers may be useful, I do not think that I would call an an airline program "dead-end" simply because it did not offer any conversion out. For the airline programs where I have a high balance, I would not transfer out because transfering out reduces value. The 1:4 special UA->HH offer is probably the only airline transfer where value was not reduced.

PG, with all due repect, this statement is simply wrong:
For example:
- None of the over 350,000 miles I've moved from UA, DL, and AA to BA through Diners in the last two years has lost any value. In fact, the DL and UA miles gained value by being combined into larger, more useful balances. Also, I was able to consolidate small balances from family members into one BA account.
- I very literally gained value when I turned 100,000 LatinPass miles into 120,000 AA miles (then 120,000 BA miles!) and a free week at ANY Marriott.

You can't transfer miles out of AirTran, but their flight coupons can be used on other airlines. A dozen AirTran flight credits will buy you an AirTran R/T. Two dozen will buy you a domestic R/T on any one of many other domestic airlines.
To echo another poster, it's not much of a leak, but you can get non-AirTran value out of AirTran's FF program.

transferring all my Hotel points to Mileage Plus in late 2001 'doubled' their value as I did let follow the KLM (status and) miles-comping promotion.

With NW/KL you used to be able to transfer all your popints from one prg. to the other when moving from the US to Europe or vice-versa - Since you were only supposed to hold membership in NW or KL FD. Don't know if this is still the case.
