Also, Citibank still does distinguish between Citi and non-Citi ATMS
 
And in your case, this should have been a fee free transaction.

Have a look at the latest set of service charges, shows now a 1% Intl Trans Fee:

I was charged fees at these same ATMs last month? Do I have any right to demand the fees be reversed by Citi?

Assuming you had a USA Citibank account and were within the number of transactions for the month to not be charged a per use ATM fee, you should have only been charged the 1% foreign currency transaction fee.

Citi Charges
 
Just returned from the Orient.
In Hong Kong, Citi ATM for HKD is $7.7724 before the 1% surcharge and the exchange rate reduced to $7.69 HKD after the charge. For BofA ATM, the exchange rate is HK$7.772 without any surcharge.

As for China, RMB$7.8 for Bof A and RMB$7.1 for Citi ATM.

Bof A gives me a much better deal and can be used at the China Construction Bank too.

what a disappointment. Did you use a Citi debit card at the Citi ATM? If so, the removal of the 1% forex fee as claimed by Citibank starting on 12/2/06 is not true.

They have always charged 1%. This is the 1% Visa charges, nothing more. You still come out ahead, because the give you back 1.25% on all purchases. This is a super card for foreign currency transactions.

12/14 Transaction already posted the 1% foreign fee, 12/15 not yet, but I am sure it'll show up tomorrow.

However, I made two withdrawals at a Citibank ATM in Buenos Aires:

Ok, I tried out the Citigold card in a test against HSBC Premier and Schwab One. All are US based accounts, and I tested them in Vancouver, British Columbia by withdrawing $10 from each account.

Here are the results:

Citigold: $8.86 plus 9 cents foreign service fee for total of $8.95
Schwab One: $8.86
HSBC Premier: $8.72

So I'm not sure what to make of the Citigold claims based upon this data? And what is going on with HSBC? Why so much less? A little help figuring this out?

well, citibank obviously hasn't updated their system so that the 1% fee is waived at their own ATMs...anyone called in and had a CSR manually override the fee?

The plot thickens. Schwab is now reporting an ATM fee refund of $3.86. I called and asked and they said we reimburse ATM fees by rounding down the total in U.S. dollars to the closest $5 increment.

That just has to be a computer bug, no? Seems like a silly policy otherwise?

So Schwab was the least expensive of the three - only costing $5 US total!

Just to clarify, these transactions were not done at a Citibank machine. So I was thinking Citibank would charge 3%, not 1 percent. And I'm still baffled by the HSBC rate being lower?

That's the same method several financial institutions I use figure out how much to rebate my accounts for ATM fees. Except the bug in the Schwab case is that method shouldn't be used for a foreign currency withdrawal. Either Schwab is screwing up because they don't handle it correctly for (all) foreign country ATM transactions or they screwed it up because they think BC is part of the US :)

the ATM transactions were in Dec 1 to Dec 11. They are all on Citi (Gold customer) and BofA (regular Preferred) ATM cards (or debit cards) using their own ATM machine. No rebate or mileage given at all.

Citi is very disappointing.

For credit cards, the charges will be 3 to 5 % depending on the cc. I use Schwab, it only has the 1% transaction fee, with worldpoints.
