nothing "illegal" was done in the gift card world. Sure, the company has marketing "wishes" and therefore makes up policies that they claim are legalities, but they actually mostly involve that company's own tweaks to or ways around a system.
People who did gift cards had no other way to get miles for less than the rip off fee of $25-30+ per thousand without instead opting to pay both time, effort and a few dollars per thousand to do it this way!
there was nothing wrong with the "scheme"
if I had a choice, I would have paid more in fees to them so that they keep it alive. They killed it because they werent smart enough (too antiquated) to figure out how to turn this all to their advantage.

Miles for full prescription value?
Sorry for reviving this, but I am wondering if something that exists in Canada also exists in the US: here goes
In Canada, prescription drugs are normally only covered by private insurance comanies although the public grant benefits if you have to pay more than a certain % of your annual income for medication.
Of course, some companies (like in the US) provide benefits to their employees, such as 100% coverage, copays in terms of $ or %. Now there are some chain specific programs like "Shoppers drug mart optimum points" or "AIR MILES Reward miles" (not conventional frequent flyer miles).
The chain (Shoppers or Safeway) will award you Optimum points or AIR MILES (R) for the total prescription value even when you don't pay which is a good incentive for the shopper to fill his/her prescription there.
I was just in the process of ordering a photo on walgreens (self made passport photo made in GIMP (linux' free photoshop)) and want to earn my 2-3 miles.
Do any pharmacies let you place online order and award miles for full prescription value?
