Point Savers w/ all hotel brands?
Is there a master thread with PointSavers w/ diff. hotel brands

Far from all hotel programs have something like that. So I'm not sure how much longer than this the directory is going to be.
Choice has something quite different: It sometimes puts hotels in Europe "on redemption sale", but there's not a specific listing page for them, you just have to look them up one by one. (Choice redemptions at many of their hotels vary from one part of the year to the next anyway.) See this thread for more:

(Choice used to also have a discount for a while every year or two on Preferred Hotels redemptions, but I haven't seen that in several years now.)

I'm not sure whether Hotel Deals would be the appropriate for this. From my experience (as well as right now looking at the first three pages of threads), Hotel Deals is about money deals, no one seems to discuss the best use of real hotel points there. So I'm thinking right here in MilesBuzz may be a better place.

Deafly not hotel deals especially if you read what belongs in there as there is no reference to anything from a hotel awards points perspective it's all about cheap meaning dollars

Quite possibly not. In fact, you're the one who grouped IHG and Marriott together. In my mind, even though I'm a member of Marriott, their PointSavers, maxing out at 33% off, is too feeble for me to bother looking it up. I'm not going to go out of my way for that.
So to me it's only IHG's PointBreaks, which is 5000 points per night no matter how much the hotel is normally, that is worth driving a bit out of my way to stay virtually free (ie, not just on points, but on a trivially small number of points). So even though I'm more active in Marriott's program from an earning point, the PointBreaks list at IHG is the only list of its type that I bother looking at when it comes out.
Even though it's not a list, the Choice "redemption sale" is the second best IMHO, because it can take European hotels that might be 25k a night down to 8k a night. Again, that's significant.
Club Carlson savings on award stays are not based on any list, but on knowing that two-nights stays only cost one night (if you hold any of the Club Carlson credit cards from US Bank, including the one with no annual fee). So that's 50% off if you can make all your award stays with them exactly 2 nights, at any hotel in the Club Carlson program.
So different hotel programs have different ways of saving on award stays, and a list only works for a couple of them probably.

At each link, there's a footnote (it's footnote 2 in the no-fee version) which explains the "last night free" award benefit of the card.
