Is there a free site that can view and/or track award availability over multiple alliances?

I am afraid this is a wasted effort giving the very dynamic nature of award availability.
Your better approach would be to identify your own needs - i.e. WHERE you would like to go, what type of awards you are most interested (coach, biz, first) and which particular airlines you want to fly (because of certain factors). Then check the respective forum for the most latest data points.
For example AA used to be the best one for award availability of almost any kind but since CO/UA merged and UA no longer has the Starnet blocking, now UA is by far the best across the board.
While many lament the DL miles being Skypesos, it works beautifully for several real life cases that I have come to know - it largely depends on again, what do you want your DL miles to do and how well-versed you are in using its finicky booking system.
I honestly dont see anyone could develop a tracking system for such a dynamic nature that the inventory literally can change minute by minute, let alone offer such for free.
The paid service of EF and KVS each have their strength and weakness, depends on what you need to track. Plenty of such discussion in AA and UA forums.
