1000 miles says the OP, or the OP's "friend" has an award booked through a particular airline with a hub in PHL. It's happened before. It won't be the last. Just shut up about it. Also, conversely the reverse happens more often than it should and I suspect some people don't fight for the redeposit of the extra mileage.
FWIW - I suggest never discussing these situations publicly. Remember the first rule of fight club...

1) No, the airline from which the miles were used (or not used as the case may be) is NOT a legacy and does NOT have a hub in PHL.
2) The partner on which my friend will be flying is also NOT a legacy (nor is it based in Europe).
3) Unfortunately for him, he said the miles were finally deducted this morning.
That's all folks!

Happened to me...
I just "bought" 4 one way AA tickets using 50,000 BA miles. AA shows the flight as "ticketed", and I have 4 ticket numbers as well as seats. Miles haven't been deducted from BA and it has been about 3 weeks. Flight isn't until next year, so I am keeping my fingers crossed.

I had the same thing happen using US Air Miles.
In January I booked 2 ticketsSFO to Sydney (Via Japan), using miles from two accounts...In March I noticed only one account had miles deducted, but I had paid Taxes on Two tickets with only one $50.00 partner fee charged.
After waiting a while, I decided it wasn't worth worrying for the next 8 months weather or not they would just cancel the one booking, and mess everything up. (we have all read the horror stories with US Air and their Fraud Dept. ) So I called and yes they confirmed they did miss it, and promptly removed the miles.
Sometimes honesty is the best policy!
