Best card for foreign ATM?

Best card for foreign ATM?
Is there a bank card that would give me ATM access with half decent exchange rates?
My Chase bank card (I thought) gave me pretty good rate in Japan last week (~80yen to a $dollar). However, when I got home, I found that they charged me another $12 in "foreign exchange adjustment", lowering my net exchange rate to Y78/dollar. (this was for a Y30,000 ATM transaction at a Citibank ATM at the airport in Japan).
