Are you a premier silver or above that can get the 500 miles minimum PQM?
If yes, a SFO-LAX-SAN-LAX-SFO will net you 2000 miles.
Or you can just run SFO-LAX round trip twice.

But UA prices it as two separate segments. If you're eligible for free same day change, you can try booking SFO-LAS nonstop and 24 hours before departure, you can change it two SFO-LAX-LAS or SFO-FAT-LAS or SFO-PSP-LAS if available.

I need 1700 out out SFO too. It is insane price flying to anywhere. I think your best bet is 500 miles X 4 segments as elite. Possible candidates are same day return SEA (via PDX), PDX (via SEA), or PSP. I was lucky to find a PSP one under $260.
