Transit visa in DXB

Transit visa in DXB
Was wondering if you folks could shed some light on UAE transit visas. I am flying in to DXB on EK at ~noon and out on UA at ~midnight. Figured I'll visit the city.
Apparently you can't get one at the consulate in New York. It needs to be arranged by an airline or other organization in Dubai?
My ticket is on UA stock and Emirates refused to arrange for a transit visa. My hotel reservations desk said they could do this for a fee. Not sure if this is a tourist visa or transit.
Just wondering what the easiest way to get a visa for 12hrs is.
