IRAN Visa on arrival

I travel on an EU passport (non-UK) and according to Timatic am eligible for a visa on arrival. Some online travel agents however indicate that prior approval from the Iranian Ministry is required for this Visa on arrival process to work, although there is no mention of that on the Timatic site.

Has anyone who has used this Visa on arrival procedure know whether any such prior approval is necessary or can one simply arrive, pay the fee and get the visa stamped in the passport as in so many other visa on arrival countries?

In 2011 (so may not help now) I just showed up, didn't even pay a fee and got a VOA. I'm a Singaporean citizen.
