Doha skyscraper observation decks?

I was just there a few days ago and was looking for the same thing but there are no remotely tall buildings that are open to the public. I was told that the new conference center tower will have an observation deck but it will take several years before it's finished. You can get the best views of the city from the park next to and behind the islamic museum of art in Doha on the east side of the corniche.

Note that La Cigale hotel, which is quite tall, has a bar on a balcony about 2/3 up the hotel and offering decent views.
On Wed-Fri there is a minimum spend but otherwise you can probably just have one drink. I am not sure whether or not it is open during the day.
