I remember when I was there last time I was surprised by the complete absence of any military. My colleague who had been there earlier said on that occasion it had been filled with soldiers. The pictures I saw on TV resembled that situation. No, I am not exactly sure where the soldiers were located in the footage on TV but it was a story about Bethlehem.

So I would be very surprised if that happened, because it likely would have made the news otherwise.

We returned a few weeks ago from a trip to Jerusalem, and we wanted to travel in Bethlehem too, but in the end we gave up on the idea. We slept in the Mamilla Hotel and checked whether there were organized tours or transportation to the area. The best way to understand, is to take a taxi or an organized trip to the area. Since these are rival areas, there can be a problem at the border crossing, but with non-Israeli passports, I think there will be no problem.
