I've had more accident-related problems between Baltimore and Northern Virginia, then I've had from Baltimore to Philly, but obviously, everyday is a crapshoot and YMMV.

One other possibility to at least look at is MDT (Harrisburg, PA). Not nearly as delayed as PHL, and about 80 miles from the northern I-95/I-695 interchange via I-83. Don't know about the traffic.

Without traffic, I can get to IAD in under 60 minutes BUT, at the time of day being traveled, there is going to be a great deal of traffic. Going to PHL you will not only hit traffic leaving Baltimore, you will also get hit near Wilmington and Philadelphia.

Or turn it into an overnighter..............I95 is closed, as we have found body parts scattered on the northbound lanes........

I have spent 2 overnights on I95 near DC from surprise quantites of snow. 2-4", but tractor trailers cannot get up the hills, and block the whole thing.

MD has a new system. accident investigation takes 6 hrs. and it is usually necessary to shut down the road to investigate.

Don't stress yourself with flying out of DCA, IAD or PHL and get stuck in traffic. There is nothing worse than trying to make a flight that you will not make....think speeding tickets or getting into an accident or trying to find parking in a packed parking lot and then begging the bus driver to get you over to the terminal only to find a security line full of idiots....it's not worth it. You are so close to BWI. If you can't catch a flight from BWI, I say don't take the flight.
