Luggage/CBP question at IAD

I searched this forum for similar threads but didnt find the exact answer to my question - hope someone can help.

I am flying MXP-BRU (on SN) connecting to BRU-IAD-RDU-IAH (all on UA). I am enrolled in Global Entry but the wife isnt. I know at IAH there is a short line for passengers with only hand baggage, which allows them to clear CBP almost just as quick as GE. Is there something similar at IAD?

As for baggage, I am assuming SN will check my bags all the way to IAH. Do I have to collect my bags and recheck them in IAD for the domestic leg?

There's no 'short line' at IAD for hand baggage-only passengers. Your wife will have to join the hordes in the regular line.
As IAD is your first point of entry to the US, you have have to recollect your bags and take them through customs and then deposit them again with UA.
With UA, you'll be able to use their midfield terminal transfer facility and not have to go to the main terminal for immigration and customs.
When you arrive at IAD, follow the signs for "transfers" and you'll find yourself in the immigration facility in the same terminal. Once through customs, deposit your bag with UA and go upstairs to the terminal with C/D gates from where your domestic flight will depart.
