Bear in mind there is a DCA taxi surcharge. I think $1.75.
Your base fare will probably be $14.00 - $17.00.
If you are not time sensitive, Metro might work. You will want to take the Yellow Line and transfer at Gallery Place to the Red Line.

I agree with the above, unless you get a Virginia taxi instead of a DC one, then I would add about $2. I've noticed, for example, that on Saturday evenings the taxis at DCA tend not to be from the District. The large majority of the time you will get a DC cab.

DCA fare
I believe the surcharge is $2.50 currently. (here are all of the different taxi rates: http://dctransitguide.com/dc-taxicabs/ Like a previous poster said, Virginia cabs will run a couple dollars higher, but that probably isn't worth worrying about. It's a short trip in any case.

Or Blue Line and change at Metro Station. Just be prepared for long escalator and/or elevator rides in the stations.

Or Blue Line and change to the Red Line at Metro Station. I would probably prefer the Yellow Line, just for the ride above ground over the Potomac, and a slightly shorter ride overall, but would usually just grab the first train that came into the airport station, Yellow or Blue. Just be prepared for long escalator and/or elevator rides in the stations.
