prague/hungary marriott question?

I am trying to book my next summer visit to Prague and Budapest. Both hotels offer rooms with 2 double beds, however, they would not let me book with 4 persons/room. I am travelling with my wife and 2 teenagers and I am using the reward points.
My questions is do they enforce the 3 persons/room very strictly? Obviously their room is big enough to accommodate 4 people (2 double beds). Can anyone give me some pointers? Also, do I have to submit all the passports to the front desk when check-in? If so, how to I handle it with an extra person? Will I be forced to check another room? Sneaking another person in Italy is impossible, as I was told, since Italien goverment requires the hotels to register ALL occupants in the room. Just want to know any other european countries, esp. Prague & Budapest, have the same regulaton?

I stayed at Marriott Prague (V Celnici) with wife and two daughters. Granted when we checked in it was only 3 and younger daughter flew in later after discharged from the hospital in LJU.

No issues, I only had to show my passport. Hotel and staff is wonderful!
