What does this mean (in English)?

I am quite new to Marriott and was stumped to see these rules, when trying to book a London hotel

Rate Rules
Winter Leisure Promotion, prepay in full, non-refundable if cancelled less than 1 day before arrival, no changes

Additional Information
Europe Winter Sale Promotion 15p/cent
Holding Your Reservation
We will need a credit card prepayment to reserve your room.
To ensure that you receive this special advance purchase rate, we will charge your credit card a prepayment of 72.25 GBP (your full room charge plus tax) when you make your reservation.
Cancelling Your Reservation
Changes to your reservation are not permitted. Please note that you may cancel your reservation for no charge until October 31, 2014.
Please note that your prepayment for this special rate is non-refundable.
Modifying Your Reservation
Changes to your reservation are not permitted.
A reservation made 3 day(s) before your expected arrival.
What exactly are the cancellation terms? How can you cancel your booking until 31 October, yet the payment is "non-refundable" and no changes are permitted?

Am I going mad or are the authors and publishers of these rules mad?

That verbiage has been a pet peeve of everyone for a while, as they're quite contradictory. I think there was a recent thread on it.

On a dif note - that's a fantastic price for a London hotel! Which one is it, if you don't mind my asking?

Cheers.

It is the Renaissance at Heathrow.

Yes, I looked through the 2013 thread that you referred to - it is, of course, clear as mud.

I would like to write the hotel and ask what they mean, but I cannot find an e-mail address for the hotel anywhere on their website. Does anyone have the e-mail address perhaps? Why are hotels so shy to put up their e-mail addresses; seems to me as being reason enough to look elsewhere.

My guess is this:

This is a pre-pay rate = meaning your credit card will be immediately billed for the payment for the length of your stay;

however, unlike a typical non-refundable rate -- which most associate with an immediate billing -- this one actually is refundable, so long as you cancel at least 1 day prior to the stay date. If cancelled within 1 day of the stay date, it is entirely non-refundable.

I would get another's view of this, perhaps a supervisor at the phone center, or an e-mail to the C/S requesting clarification.

In that case, it's not an unusual Marriott rate, and it's far from the best rate overall. There was this recently in the LNF successes thread:

Lower rate found or reserved: 68

We reviewed your claim and have made the following modification to your reservation:

Rate: 48 GBP

ps: Had to submit twice before this was approved (could not find the rate the first time)

When he said London I thought central London, in which case 72quid would be a great rate. I never do comparisons to LNF rates because it's not the norm IMO for folk to look for them (FTers more likely). I do comparisons to prevailing rates. Also, doing comparisons of different timeframes from when a person is actually booking is irrelevant as rates fluctuate. We had an example of someone using points for a $250 stay, thinking it wasn't a good use of points, but the same room the week before was $599. Xmas time at LHR Ren is probably going to be less than in Oct.

To the OP. I'd call Marriott Rewards cust svc & get them to call the property & ask for clarification of the cancel policy & then note your record. Make sure they get the name of the person at the hotel.

Cheers.
